Unemployment Benefits Increase Act


Introduction:

This bill seeks to increase the maximum weekly unemployment benefits for qualified Floridians. The current rate of unemployment benefits is not enough to address the needs of Floridians who have lost their jobs due to various reasons, especially during times of economic downturns. This bill proposes an increase in the maximum weekly unemployment benefits payment to $440, to better support those in need.


Section 1: Definitions

(a) Unemployment Benefits: It refers to the weekly cash payments made to eligible individuals who have lost their jobs.


Section 2: Increase in Weekly Unemployment Benefits

(a) The maximum weekly unemployment benefits payment for qualified Floridian individuals shall be increased to $440.

(b) This provision shall be effective for all new benefit claims made on or after 1st January 2022.

(c) For existing benefit claims as of the effective date, the increase in benefits shall apply from the date of the next weekly payment following this date.


Section 3: Eligibility Requirements

(a) All currently mandated eligibility requirements shall remain in effect.

(b) Any person who qualifies for unemployment benefits under current law will qualify for the increased amount.


Section 4: Funding

(a) The provisions of this Act shall be funded through appropriations from the state budget.

(b) The state shall allocate sufficient funds for the implementation of this Act.

(c) No new taxes shall be levied to finance the implementation of this Act.


Section 5: Reporting Requirements

(a) Within 180 days of the effective date of this Act, the Florida Department of Economic Opportunity shall provide a report to the Governor, the Speaker of the House, the President of the Senate, and the public, about:

(i) The number of individuals who have claimed the increased unemployment benefits

(ii) The amount of funding that was spent to implement this Act

(iii) The impact of this Act on the residents' economic welfare and the state’s overall economic impact.


Section 6: Effective Date

(a) This Act shall take effect on January 1st, 2024.
