An Act to Provide Free Home Internet to Low-Income Households


SECTION 1. Title


This act shall be known as the “Universal Home Internet Access Act.”


SECTION 2. Purpose


The purpose of this act is to provide free home internet access to low-income families in order to bridge the digital divide and ensure that all households have access to the information, resources, and opportunities available on the internet.


SECTION 3. Definitions


For the purposes of this act, the following definitions shall apply:


(a) “Low-Income Household” means a household with an annual income of $65,000 or less.


(b) “Internet Service Provider” or “ISP” means any business or organization that provides internet access to households.


SECTION 4. Free Home Internet Access for Low-Income Households


(a) Any household earning $65,000 a year or less shall be eligible for free home internet access provided by the ISP of their choice.


(b) The cost of the home internet service shall be fully covered by the government through tax dollars earmarked for this purpose.


(c) The household shall be responsible for the cost of any additional services or equipment beyond the standard home internet access, such as premium speed or additional data usage.


SECTION 5. Implementation


(a) The Federal Communications Commission (FCC) shall oversee the implementation of this act and shall be responsible for determining the eligibility of households for free home internet access.


(b) The FCC shall also be responsible for monitoring compliance with this act and ensuring that ISPs are meeting the requirements outlined herein.


SECTION 6. Funding


(a) The funds for this act shall be provided through an expansion of the Universal Service Fund (USF), allowing for the allocation of funds to cover the cost of free home internet access.


(b) The FCC shall be authorized to collect and allocate funds from the USF and to disburse those funds to ISPs on behalf of eligible households.


SECTION 7. Reporting


(a) The FCC shall be required to provide annual reports on the implementation and impact of this act.


(b) The reports shall include data on the number of households eligible for free home internet access, the number of households taking advantage of the offer, the cost of the program, and any other relevant metrics.


SECTION 8. Sunset Clause


This act shall be reviewed by the FCC after five years to determine its impact and effectiveness. If the FCC determines that the program is ineffective or has significant negative impacts, it shall be terminated.


SECTION 9. Severability


If any provision of this act is found to be unconstitutional, illegal, or invalid, the remaining provisions shall remain in full force and effect.
