Restore Oceanic Oxygen Act
Section 1: Purpose
The purpose of this bill is to significantly increase the amount of oxygen created by the ocean, in order to improve marine ecosystems, reduce ocean pollution, and mitigate climate change.
Section 2: Definitions
(a) Ocean: The body of saltwater that covers most of the Earth's surface, including the five major oceans.
(b) Oxygen: A gas that is essential for the survival of most forms of life, particularly those in the ocean.
(c) Marine ecosystem: A community of plants, animals, and microorganisms that live in the ocean and interact with each other and their physical surroundings.
(d) Ocean pollution: The introduction of harmful substances, such as plastic waste, chemicals, and oil, into the ocean.
(e) Climate change: The long-term change in the Earth's climate, primarily caused by human activities that release greenhouse gases into the atmosphere.
Section 3: Measures
(a) Funding: The federal government shall allocate funds for research and development of technologies that significantly increase the amount of oxygen created by the ocean.
(b) Research: The National Oceanic and Atmospheric Administration (NOAA) shall conduct research on the effects of increased oxygen levels on marine ecosystems, ocean pollution, and climate change.
(c) Regulation: The Environmental Protection Agency (EPA) shall establish regulations to reduce ocean pollution, particularly those that contribute to oxygen depletion in the ocean.
(d) International Cooperation: The United States shall collaborate with international organizations and other countries to address global ocean oxygen depletion and improve the health of marine ecosystems.
(e) Public Education: The federal government shall allocate funds for public education campaigns to increase awareness of the importance of ocean oxygen levels, and ways in which individuals can help promote healthy oceans.
Section 4: Implementation
(a) The funding allocated under this bill shall be disbursed to NOAA, EPA, and other relevant agencies, in accordance with their respective mandates.
(b) NOAA shall publish a report, within four years of the enactment of this bill, on the current state of marine ecosystems, ocean oxygen levels, and the impact of climate change on the ocean.
(c) EPA shall carry out regular inspections of industrial facilities that are known to pollute the ocean, and impose penalties and fines on those that violate regulations.
Section 5: Emergency Provisions
In the event of an emergency, such as an oil spill or other environmental accident affecting the ocean, the government shall prioritize actions that promote the health of marine ecosystems and increase ocean oxygen levels.
Section 6: Enactment
This bill shall take effect on January 1st of the year following its passage.
