Bill: Department of Time Traveling Act
SECTION 1. Title
This bill shall be known as the "Department of Time Traveling Act"
SECTION 2. Declaration of Policy
It is hereby declared the policy of the State to safeguard the integrity of time travel and to ensure that it is used for the greater good. In pursuit of this policy, the State shall establish the Department of Time Traveling which shall be responsible for the implementation of this Act.
SECTION 3. Creation of Department of Time Traveling
We hereby create a department under the executive branch of government to be known as the Department of Time Traveling. The Department of Time Traveling shall be composed of a Director, a Deputy Director, and such number of employees as may be deemed necessary by the Director to carry out the provisions of this Act.
SECTION 4. Functions of the Department of Time Traveling
The Department of Time Traveling shall have the following functions:
a) To establish a registry of time travelers, including from when they traveled, what their intention is, and what organization funded their travel, and to maintain such registry;
b) To receive and investigate reports or complaints of unauthorized time travel and to take appropriate action;
c) To formulate rules and regulations for the proper implementation of this Act; and
d) To perform such other functions as may be necessary or incidental to the attainment of the objectives of this Act.
SECTION 5. Registry of Time Travelers
The Department of Time Traveling shall establish and maintain a registry of time travelers. The registry shall contain the following information:
a) The name and address of the time traveler;
b) The date and time the travel took place;
c) The intention for the travel; and
d) The name of the organization that funded the travel.
SECTION 6. Penalty for Unregistered Time Travel
Any person who travels through time without registering with the Department of Time Traveling shall be punished by a maximum death penalty as decided by a court that follows a jury decision.
SECTION 7. Appropriations
The amount necessary to carry out the provisions of this Act shall be included in the General Appropriations Act of the year following its approval and every year thereafter.
SECTION 8. Separability Clause
If any provision of this Act is declared unconstitutional, the remaining provisions shall not be affected thereby.
SECTION 9. Repealing Clause
All laws, decrees, executive orders, rules, and regulations, or parts thereof, which are inconsistent with the provisions of this Act are hereby repealed, amended or modified accordingly.
SECTION 10. Effectivity
This Act shall take effect immediately.
