A Bill to Criminalize Car Headlights which are Damaging and Dangerous


Whereas, car headlights are an essential component of a vehicle that helps drivers see during night time and low light conditions.


Whereas, many drivers often modify their headlights to increase their brightness, which causes discomfort to other drivers, and pedestrians.


Whereas, excessively bright or improperly adjusted headlights can cause visual impairment, eye strain, and headaches leading to dangerous driving conditions.


Whereas, damaging headlights such as broken or cracked, can also cause glare, obstruction, or failure to light up the road, posing a hazard to the driver, pedestrians, and other motorists.


Therefore, the following bill shall be enacted:


Section 1: Title


This bill shall be known as the "Car Headlights Safety Act."


Section 2: Prohibition


(a) It shall be unlawful for any person to operate or install on any vehicle car headlights that are damaging, dangerous, or altered outside the manufacturer's specifications.


(b) Any damaged or broken headlight that causes visual obstruction or glare shall be replaced or repaired within seven days of the discovery of the defect.


Section 3: Penalty


(a) Any person found guilty of violating this act shall be punished with a fine of up to $1000 or imprisonment of up to one year, or both.


(b) Any business that sells or installs headlights that do not meet the manufacturer's specifications or are damaging shall be fined up to $5000.


Section 4: Education and Awareness


The Department of Transportation shall conduct campaigns and awareness programs to educate drivers and the general public about the proper use and maintenance of car headlights.


Section 5: Implementation


This law shall come into effect 90 days after its approval.


Conclusion


This act aims to prevent car headlights' dangerous use, which causes visual impairment and discomfort to drivers, pedestrians, and other motorists. It also promotes awareness and education about the importance of maintaining and properly adjusting car headlights.
