Act to Promote Free Food in Public Parks


[Section 1: Purpose and Scope]

This bill aims to encourage healthy eating and sustainability by introducing orange trees and blackberry bushes in public parks across the state. These plants will produce free food for all users of the park, while promoting a sense of community and environmental awareness.


[Section 2: Implementation]

(1) The Department of Parks and Recreation shall undertake the necessary steps to introduce orange trees and blackberry bushes in public parks, in consultation with relevant stakeholders and experts. Priority shall be given to parks that are easily accessible to urban and low-income communities, and where there is sufficient land and sunlight.


(2) The Department shall also provide necessary guidance, training, and support to the park users on how to take care of the plants, including watering, pruning, and pest control. To promote equitable access, the Department may also consider establishing community gardens or volunteer groups to oversee the planting and harvesting of the plants.


[Section 3: Protection of Trees and Users]

(1) It shall be a criminal offense to harm or destroy any of the orange trees or blackberry bushes in public parks. This includes, but not limited to, urinating, defecating, or leaving any harmful substance on the plants or their surrounding area.


(2) Any person found guilty of such an offense shall be fined up to $10,000 and/or face imprisonment for a period not exceeding 20 months.


(3) The Department shall also take reasonable measures to protect the safety and health of the park users, such as installing signs, barriers, or monitoring systems. Park users are advised to wash their hands before consuming any of the produce, and understand and accept any risks that may come with consuming unprocessed fruits.


[Section 4: Funding and Accountability]

(1) The Department shall allocate adequate funds and resources to support the implementation of this bill, including purchasing and planting the orange trees and blackberry bushes, providing training and education, and enforcing the provisions of this bill.


(2) The Department shall also regularly evaluate and report to the public on the progress and impact of this bill, including the number and quality of the plants, the amount of produce harvested, and the improvements in public health and well-being.


[Section 5: Effective Date]

This bill shall take effect immediately upon its enactment.
