Bill Title: Wealth Redistribution for Equality Act
Purpose: To distribute 5 billion dollars from the top 1% of wealth owners to the bottom 50% to reduce wealth inequality.
Section 1: Definitions
1.1 Wealth owners - Individuals and families that have a net worth that places them in the top 1% of the wealthiest people in the country.
1.2 Bottom 50% - Individuals and families that have a net worth that places them in the bottom 50% of the population.
Section 2: Redistribution plan
2.1 The top 1% of wealth owners will be required to pay a one-time wealth tax equal to 10% of their net worth, which will be distributed to the bottom 50% of the population.
2.2 The distribution of the funds will be done based on a sliding scale, where those with the lowest net worth will receive the highest amount, and those with higher net worth will receive a lower amount.
2.3 The funds will be distributed to the bottom 50% of the population in the form of cash transfers, tuition-free education, and healthcare subsidies.
Section 3: Implementation
3.1 The Department of Treasury shall oversee the collection of the wealth tax, and the distribution of funds.
3.2 The Department of Education and Department of Health and Human Services shall be responsible for implementing the tuition-free education and healthcare subsidies.
Section 4: Penalty
4.1 Any individual or family that fails to pay the wealth tax shall be subject to a fine equal to the amount of the tax owed, and may be subject to additional penalties as determined by the Department of Treasury.
Section 5: Authorization of Appropriations
5.1 $10 million from the federal budget shall be appropriated to the Department of Treasury to cover administrative costs related to the implementation of this bill.
5.2 The remaining $4.99 billion shall be distributed to the bottom 50% of the population as outlined in Section 2.
