Bill: Legalize Reclaiming Objects From Landfills to Combat Waste, Poverty, and Pollution
BILL TO LEGALIZE RECLAIMING OBJECTS FROM LANDFILLS TO COMBAT WASTE, POVERTY, AND POLLUTION
SECTION 1. Short Title
This act shall be known as the "Landfill Reclamation Act."
SECTION 2. Purpose
This act is enacted to achieve the following objectives:
(a) To reduce the amount of waste sent to landfills and promote efficient use of resources by legalizing the reclamation of objects from landfills;
(b) To help the poor and the marginalized by creating a sustainable source of materials, reducing the cost of living and promoting employment opportunities;
(c) To reduce environmental pollution caused by the accumulation of waste in landfills.
SECTION 3. Definitions
(a) Waste - any unwanted or unusable materials, substances, or solid waste, in their discarded state;
(b) Landfill - an area of land where waste is buried.
SECTION 4. Allowance for Landfill Reclamation
(a) Reclamation of objects from landfills is hereby allowed, provided that such objects are retrieved without causing harm to the environment or violating any applicable law.
(b) Landfill owners shall not be held liable for any claims arising out of the reclamation of objects from their landfill, except where the action taken violated any applicable law.
SECTION 5. Affixing Notice on Reclaimed Objects
(a) Objects reclaimed from landfills shall be refurbished and repaired to restore their original function where possible.
(b) Objects reclaimed from landfills must carry a notice that they were reclaimed from a landfill, to enable the public to make informed decisions.
SECTION 6. Education on Dangers of Reclaimed Objects
(a) The government shall develop and implement an awareness campaign for the public on the dangers of using objects reclaimed from landfills without proper refurbishing and repair.
(b) The campaign shall specifically warn against the risks of using reclaimed objects that may be contaminated with toxic substances or in unsafe conditions.
SECTION 7. Severability Clause
If any part of this act is declared invalid, the remaining provisions shall not be affected.
SECTION 8. Effectivity Clause
This act shall take effect starting 1/1/2024.
