Bill: Establish a Vote By Phone App for the Legislative Branch
A BILL TO ESTABLISH A VOTE BY PHONE APP FOR THE LEGISLATIVE BRANCH
SECTION 1. SHORT TITLE
This bill shall be called the "Universal Vote by Phone App Act".
SECTION 2. PURPOSE
The purpose of this bill is to establish a vote by phone app as a third section of the legislative branch, which will facilitate voting by citizens directly in a secure and efficient manner.
SECTION 3. DEFINITIONS
For the purposes of this bill, "vote by phone app" shall refer to a secure electronic application that allows registered citizens to place their votes electronically on legislative matters.
SECTION 4. ESTABLISHMENT OF A VOTE BY PHONE APP
(1) The Clerk of the House of Representatives and the Secretary of the Senate shall jointly develop and implement a secure vote by phone app that enables citizens to vote electronically on legislative matters.
(2) The vote by phone app shall provide secure login credentials to individual citizens and shall require two-factor authentication.
(3) The vote by phone app shall allow citizens to cast their votes on legislative matters remotely from any location within the United States or its territories.
SECTION 5. PROCEDURE FOR USING THE VOTE BY PHONE APP
(1) Citizens may submit their votes through the vote by phone app during the designated voting period.
SECTION 6. SECURITY MEASURES
(1) The Clerk of the House of Representatives and the Secretary of the Senate shall ensure that the vote by phone app utilizes rigorous security measures to prevent unauthorized access to the app or the altering of votes.
(2) The vote by phone app shall be regularly audited and tested for security vulnerabilities by an independent third-party auditor.
(3) Any suspicious activity related to the vote by phone app shall be immediately reported to the relevant authorities.
SECTION 7. VIOLATION PENALTIES
(1) Any entity who attempts to tamper with, alter or manipulate the vote by phone app or its results shall be subject to disciplinary action.
(2) Any unauthorized access or use of the vote by phone app shall be considered a felony.
SECTION 8. APPROPRIATIONS
There are hereby authorized to be appropriated such sums as may be necessary to implement the provisions of this Act.
SECTION 9. EFFECTIVE DATE
This Act shall take effect 180 days after its passage.
