Unrestricted Assembly Act
Section 1: Purpose
The purpose of this bill is to guarantee the right to peaceably assemble to redress grievances and to ensure that this right is not restricted by local park hours.
Section 2: Right to Peaceably Assemble
The right to peaceably assemble to redress grievances is a fundamental right of all citizens of the United States. This right shall not be infringed upon by any local ordinance or law.
Section 3: Superseding Local Park Hours
If a group of individuals wishes to peaceably assemble in a park to redress grievances and the park's hours of operation conflict with the assembly, the right to peaceably assemble shall supersede local park hours.
Section 4: Protection of Public Safety
While the right to peaceably assemble is protected, it is important to ensure the safety of the public. Therefore, any assembly that poses a threat to public safety may be dispersed by law enforcement.
Section 5: Enactment
This bill shall take effect immediately after it is signed into law.
Section 6: Severability
If any part of this bill is deemed to be unconstitutional or invalid, the other provisions of this bill shall remain in effect.
Section 7: Amendments
This bill may be amended by a majority vote of both the House of Representatives and the Senate, and with the signature of the President of the United States.
