An Act to Provide Free Home Internet to Low-Income Households SECTION 1. Title This act shall be known as the “Universal Home Internet Access Act.” SECTION 2. Purpose The purpose of this act is to provide free home internet access to low-income families in order to bridge the digital divide and ensure that all households have access to the information, resources, and opportunities available on the internet. SECTION 3. Definitions For the purposes of this act, the following definitions shall apply: (a) “Low-Income Household” means a household with an annual income of $65,000 or less. (b) “Internet Service Provider” or “ISP” means any business or organization that provides internet access to households. SECTION 4. Free Home Internet Access for Low-Income Households (a) Any household earning $65,000 a year or less shall be eligible for free home internet access provided by the ISP of their choice.
